It is with deep sadness that we inform you of the passing of William (Billy) Woods Tate, Jr., beloved member of the speech and
debate community, and former National Forensic League President. Billy's contributions to the field of forensics revolutionized
the activity and his efforts continue to impact students and coaches daily. A friend to all, always with a positive word and a smile,
Billy will be missed. We will post additional details regarding arrangments here as they are made available. Please keep Billy's
family and friends in your thoughts and prayers.

In addition to the IQT and TFA membership deadlines, you must also submit your Fall 2013 Congress legislation to Cheryl Potts
(2013-2014 Congress Committee Chair) at cheryl.potts@pisd.edu. This legislation is
due no later than May 1, 2013. Remember, you may submit up to three pieces of legislation to be
considered (all of the legislation you are submitting must be sent to Cheryl at one time with no changes sent at a later time, please).
Legislation must be typed into one of the NFL templates (easily found at congressionaldebate.org
, upper right corner for template downloads) and emailed as a Microsoft Word Document. Legislation that is not typed into the
correct template will not be considered by the Congress Committee. Confirmation will be sent upon receipt. The criteria for
legislative selection can be found on the Congress page of txfa.org under the heading
“Legislation Evaluation.” Submissions must be sent by the TFA member school’s coach/coaches. Each item should have the words
Introduced for Congressional Debate by Name of Your School as the last line, for authorship purposes. The legislation that
you submit by May 1, 2013 will be considered for the Fall 2013 docket.

Please click on the following link to submit your application to host an IQT (Invitational Qualifying Tournament) during the 2013-2014 season. Your application and $50 fee must be received by Jason Warren (TFA Treasurer) on or before May 1, 2013 in order to be considered. After you have filled out the required information in the application and clicked the button to submit, you will receive a notification that reminds you to mail the $50 application fee to Mr. Warren. Only applications submitted through this format (a google doc) will be considered. If you need assistance, please contact your region's representative, Jason Warren, or Joseph Uhler.

The EC has voted to extend the Congress legislation deadline to 4:00 PM CST on Wednesday, November 7, 2012. No legislation will be accepted after that time.

On October 11-12, 2012, at the TFA General Assemblies the following legislation was addressed. Votes are recorded below. All legislation goes into immediate implementation, unless noted. Additional details will be provided later this week on the website.
Extemporaneous Speaking (Executive Council) - PASSED with modifications: no visual aids, contestant must provide topic to judge, and violation will disqualify student from event.
Individual Event Breaks at State (Executive Council) - PASSED
Protest Procedures (Executive Council) - PASSED
Public Forum Debate (Executive Council) - PASSED
Scholarship Committee (Executive Council) - PASSED
School Sweepstakes (Executive Council) --PASSED
Tournament Season Start Date (Executive Council) -- PASSED, modified to begin "weekend following the 4th Monday in August"
LD Amendment (Will Mason) -- FAILED
Duet and Duo Literature (Heath Martin) -- PASSED, begins 1-1-13
Congressional Debate (Gay Hollis) -- 1. PASSED, 2. PASSED, 3. WITHDRAWN
Public Debate (Greg McGee) -- FAILED
Congressional Debate (Greg McGee)-- PASSED, with modification, tiebreakers: 3-5 removed.

Congressional Debate (Jason Warren)-- PASSED 2, 4, and 7
Additional new business PASSED:
A Presidential appointed PF Committee met at convention and all suggestions by the committee were PASSED:
1. Section 2: Procedures and Order of Speeches: "Each debater must give one and only one 4 minute speech, one individual crossfire, and one 2 minute speech and Grand Crossfire in the following order"
2. Section 2: Procedures and Order of Speeches: "Crossfire (first question by speaker A1 to B1) and Crossfire (first question by speaker A2 to B2)"
3. Exempt PF from the cross-examination guidelines "During cross-examination, the questioner shall control the use of time (except in Public Forum, where time shall be shared) and may not interrupt the respondent..."
4. The EC should create a TFA standard PF ballot.
Literature Selection Usage (Wendi Brandenburg) -- PASSED: "No student may use the same selection at a tournament in more than one event, but may change events with the selection during a tournament season. No student can use the same selection in more than one tournament year. In addition, a student may not qualify for nor compete with the same selection at the state meet."

Convention continues in San Antonio today. A second TFA business meeting will be held at 8:00pm tonight. Officer
elections have been held. Serving as Vice-President Elect is Kirsten Nash. Scott Baker will remain as Secretary.
Jason Warren has been elected as treasurer.

The 2012 TSCA Convention begins today in San Antonio. TFA regional meetings will be held this afternoon at 3:30pm
and the first TFA Business meeting will be held tonight at 7:15pm.

Schools need to submit new legislation for Spring 2013 Congressional Debate by November 1st. Submissions must be prepared and sent according to the guidelines listed on the Congress page and in accordance with NFL formatting. Submissions should be mailed to the TFA Congress Chair, Cheryl Potts, at cheryl.potts@pisd.edu.
