Later on this summer, the Constitutional Task Force will meet to discuss changes to our current Constitution, By-Laws and Standing Rules.

We have created an email account to gather input from TFA members concerning these changes. We will consider all ideas; and are not only looking at rules and procedures, but also the structure of the document.

Please email any and all suggestions to tfaconstitutioncommittee@gmail.com. Heath Martin will be overseeing the e-mailbox. We really want this email address to be the hub of data gathering. It will make it easier for us to manage all the information we are expecting.

We appreciate all your help in this massive endeavor. Have a great summer and good luck in your various competitions!

Please remember that the amendments passed for Congressional Debate last October at Convention are now in effect.

Legislation for Invitational Qualifying Tournaments in the regular season shall be available for all schools and participants on the web site at www.txfa.org. An "All Call" for legislation will invite all TFA member schools to submit up to three (3) pieces of legislation for consideration two times per year: Due by December 1 and May 1.

The Congress Committee shall establish a docket of exactly 30 pieces of legislation for each two month period (August-October; November-December; January-February) and post for use by all schools equally. In the event there are fewer than 30 items submitted that meet the Committee's standard for debate, the Committee shall complete the docket with current topical legislation from sources other than the TFA membership. Authorship in the regular season shall be anonymous.

Please remember that all legislation is to be written on a national level (federal government), not state. Please use the templates provided on the NFL web site to insure appropriate formatting.

Please submit legislation to for the May 1 deadline to Barbara Garner.

If you would like to present at the 2010 TSCA/TFA Annual Convention in Houston, please contact Robert Shepard. Please fill out the workshop proposal form and officially send in your request to Robert for approval. At this point, we are looking for an idea of how many sessions we will have for scheduling purposes.

On another note, we will be posting the Official Application to Host a TFA IQT soon. Be on the look out for that document sometime next week.

We just finished the 2009-2010 season and are already planning for 2010-2011. We wish you all good luck with NFL and UIL! Make TEXAS proud!

  • Final deadline for t-shirt pre-orders is March 3rd.

  • Registration for the TFA State Meet will be open soon. Some programming work still needs to be completed by Brent. Please browse the site for information, but know that registration might not be available until Monday or Tuesday. Thank your for your patience.

The TFA Scholarship deadline is fast approaching. Applications must strictly adhere to the guidelines or they cannot be considered by the Scholarship Committee. Applications must be received by mail no later than February 7th. For further information, click on the Scholarship link on this page.

In my haste to put our a January newsletter, I made a huge error. In my Hall of Fame Induction story, I did not look at my notes and went by the picture taken to congratulate our new members. Please make sure you have paid your membership dues. As we get closer to TFA State in El Paso, the late fees to join TFA become greater.

Joining December 1-31 - $200 late fee + $135 membership fee
Joining January 1-31- $300 late fee + $135 membership fee
Joining February 1- State Tournament - $500 late fee + $135 membership fee

Student Congress legislation is due!
Schools must submit legislation in order to enter students in EITHER division of Student Congress at TFA State. Correctly formatted legislation should be emailed to Barbara Garner (babsg2003@aol.com) by Tuesday, December 15.

The TFA Executive Committee has voted to extend the tournament calendar by one week in order to accommodate tournaments that were canceled due the inclement weather last weekend. Tournaments that were effected, and still want to host, have either moved to an available weekend in their region or have moved into the extended weekend (February 19-20). Please check the updated tournament calendar.

Changes voted on at convention regarding submission of legislation go into effect in May 2010. If you plan to enter students at State in either chamber, you must submit 1 piece of legislation to Barbara Garner no later than December 15.

Please be sure to read the updated Constitution, ByLaws and Standing Rules.

There seems to be a lot of misinformation (e.g. Congress is no longer tabulated using the modified base system) out there about certain rule changes and we need to be sure that all events are being conducted in the same, constitutional manner to ensure fairness across the state.

We have made no tabulation changes to Congress. Only qualifying numbers, student PO scoring and legislation amendments were passed at convention. Everything else concerning Congress was sent to committee.

If you are hosting a tournament, please make sure you go over this document. Please let your students know where to find it so that they can read it and be informed as well.

Everyone please remember:

There will be absolutely no IQT changes after 30 days from the date of the tournament.

This is a change from the beginning of the year. The EC has decided not to charge any change fees, but created the absolute 30 day deadline.

The Constitution, By-Laws and Standing Rules have been updated to reflect changes made at our annual business meeting. The tournament calendar has also been updated.

The EC has also adopted a "late fee" schedule for late memberships (this is in addition to membership fee):

Join November 1-30 - $100
Join December 1-31 - $200
Join January 1-31- $300
Join February 1- State Tournament - $ 500

Double-octos points have been recorded for Plano Sr., Grapevine, and Southlake. All points should now match the revised point system.

The EC has revised the TFA State Qualification Point System. The revised system is available via the links at the bottom of this page. The change is retroactive, so points have been adjusted for those tournaments which have already occurred (with one exception: points will now be awarded for the double-octo level in L-D debate when 75+ students are competing. This change involves the Grapevine, Southlake, and Plano Sr. tournaments. The double-octos points have not yet been awarded for these three tournaments, but will be shortly). All other points should now be correct (all Squad Reports and the Qualifiers list in each event).

In the original posting on September 8, a portion of the amendment submitted by the Ad-Hoc Transitional Phrases Committee was inadvertently omitted. The complete text has now been posted on the Convention page.

Proposed TFA Amendments which have met the 30 day advance notice requirement are now posted on the Convention page. Additional amendments may be submitted, but they will require a three-fourths majority for passage. The IQT calendar has also been updated on the Tournaments page. Lastly, an IQT Correction Form has been placed on the IQT Forms page. All IQT Corrections should be submitted on the correction form and sent to Alicia Dunson (IQT Coordinator). Timely corrections within 7 days of the tournament will NOT incur a fee. Corrections made after that point will incur a fee. Absolutely no changes will be made after 30 days of the tournament results being posted.

TFA members are reminded of the rules for hosting an IQT as published in the April newsletter:

Applications now will require a PAID TFA membership by October 1 or one week prior to the approved tournament date (whichever is earliest). Tournaments will be removed from the IQT calendar if this earlier deadline for membership is not met by the IQT host. Any non-member tournament cannot award qualifying points.

Amendments to the TFA Constitution and By-Laws are now being accepted. Please email your amendments to BOTH Karen Wilbanks, TFA President, (karen.wilbanks@pisd.edu) and Raul Ruiz, TFA Secretary, (raul.ruiz@nisd.net). All amendments received and published on this website by September 7th will only require a majority vote of those present and voting to pass. Any amendments received after this date will need a 3/4 vote to pass.

Please send all corrections to the Tentative IQT Calendar to your Region Representative. They in turn will send it to David Gardiner and Raul Ruiz. We will compile a list of all corrections received by June 4th. We will then publish a new Tentative Calendar online on June 5th.

Any corrections, additions, or subtractions to the Calendar that are received from June 4-August 15 will be addressed by the EC and published by on August 17th.
