Each school may submit up to five (5) pieces of legislation. Please number them according to preference. We cannot know at this time how many will be accepted from each school. Please send each piece as a separate word document.

All submitted legislation is due to Barbara Garner, bgarner@duncanvilleisd.org, no later than May 15. Confirmation will be by e-mail within 24 hours of receiving your legislation. If you do not receive a reply, your legislation is not official and will not be added at a later date. It is each school’s responsibility to follow up on any concerns. If you are not having success with e-mailing your legislation, please call Barbara at 972-708-3756.

Please remember, all work is to be that of the students from your school. Do not submit previous legislation used for TFA IQT tournaments. It is acceptable to submit legislation that your school submitted for NFL District competition.

The final docket will be posted on the TFA website no later than July 1. Because we voted against allowing authorship speeches at this year’s convention, legislation will not include the name of the author school.

IF A SCHOOL PLANS TO ATTEND TFA STATE IN THE SENATE FOR STUDENT CONGRESS, the school must submit one piece of legislation to the Congress Director by the December 15th deadline in order to participate in Student Congress at the State Tournament.

Don’t forget to include the name of the school submitting the legislation on the bill/resolution itself.

Failure to submit legislation by the deadline renders a school INELIGIBLE to participate at TFA State for that year in the Senate.

Plagiarism and “extensive paraphrasing” are addressed under the Oratory rules in the TFA Constitution, and these rules apply to legislation submitted for Student Congress. While some legislative issues continue to merit legislative debate in Congress, the creation of legislation surrounding the issue should be the original work of the authoring school. Legislation from NFL District contests, NFL Nationals, and previously submitted TFA Congressional legislation are all reviewed when a challenge to originality is made. Schools found to be in violation shall be disqualified from participation in Student Congress at the State Tournament for that year.

Please submit your legislation in proper format to: Barbara Garner, Duncanville High School. bgarner@duncanvilleisd.org
